Indignidad Europea ante el Engaño Trumpista

La presidenta de la Comisión Europea, Ursula von der Leyen, y el de Estados Unidos, Donald Trump, acaban de escenificar una auténtica y desvergonzada obra de teatro.

Como ha hecho con otros países, Donald Trump no ha buscado ahora con la Unión Europea un buen acuerdo comercial para los intereses de la economía estadounidense, como él se empeña en decir. Y en lo que ha cedido von der Leyen no es en materia arancelaria para evitar los males mayores de una escalada de guerra comercial, como afirman los dirigentes europeos.

El asunto va por otros derroteros.

Los aranceles del 15 por ciento acordados para gravar casi todas las exportaciones europeas los pagarán los estadounidenses y, en algunos casos, con costes indirectos aún más elevados.

Eso pasará, entre otros productos, con los farmacéuticos que se ven afectados. Puesto que en Estados Unidos no hay producción nacional alternativa y siendo generalmente de compra obligada (los economistas decimos de muy baja elasticidad de la demanda respecto al precio) los consumidores terminarán pagando precios más elevados. Suponiendo que fuese posible o interesara la relocalización de las empresas para irse a producir a Estados Unidos (lo que, desde luego no está nada claro), sería a medio plazo (lo expliqué en un artículo anterior).

Los aranceles a los automóviles europeos serán del 15 por ciento, pero los fabricantes estadounidenses deben pagar otros del 50 por ciento por el acero y el cobre, y del 25 por ciento por los componentes que adquieren de Canadá y México.

Sería posible, por tanto, que los coches importados de la Unión Europea sean más baratos que los fabricados en Estados Unidos y que a los fabricantes de este país les resulte mejor producirlos en Europa y llevárselos de vuelta.

Además, la mayoría de los automóviles de marcas europeas que se venden en Estados Unidos se fabrican allí, de modo que no les afectarán los aranceles, mientras que en Europa apenas se venden coches estadounidenses, no por razones comerciales sino más bien culturales o de gustos.

Otros productos en los que Europa tiene ventajas, como los relativos a la industria aeroespacial y algunos químicos, agrícolas, recursos naturales y materias primas no se verán afectados.

En realidad, en términos de exportación e importación de bienes generales, el «acuerdo» no es favorable a Estados Unidos. Como explicó hace unos días Paul Krugman en un artículo titulado El arte del acuerdo realmente estúpido, el que suscribió con Japón (y se puede decir exactamente lo mismo ahora del europeo y de todos los demás) «deja a muchos fabricantes estadounidenses en peor situación que antes de que Trump iniciara su guerra comercial».

No obstante, todo esto tampoco quiere decir que Europa haya salido beneficiada. Las guerras comerciales no suele ganarlas nadie, y muchas empresas y sectores europeos (los del aceite y el vino español, por ejemplo) se verán afectados negativamente.

Pero no perderán porque Trump vaya buscando disminuir el déficit de su comercial exterior, sino como un efecto colateral de otra estrategia aún más peligrosa.

La realidad es que a Estados Unidos no le conviene disminuirlo porque este déficit, por definición, genera superávit y ahorro en otros países que vuelve como inversión financiera a Estados Unidos para alimentar el negocio de la gran banca, de los fondos de inversión y de las grandes multinacionales que no lo dedican a invertir y a localizarse allí, sino a comprar sus propias acciones.

El déficit exterior de la economía estadounidense no es una desgracia, sino el resultado deliberadamente provocado para construir sobre él un negocio financiero y especulativo de colosal magnitud.

Lo que verdaderamente busca Estados Unidos con los «acuerdos» comerciales no es eliminar los desequilibrios mediante aranceles. Eso es algo que no se ha conseguido prácticamente nunca en ninguna economía.

El objetivo real de Estados Unidos es hacer chantaje para extraer rentas de los demás países, obligándoles a realizar compras a los oligopolios y monopolios que dominan sus sectores energético y militar y, por añadidura, humillarlos y someterlos de cara a que acepten más adelante los cambios en el sistema de pagos internacionales que está preparando ante el declive del dólar como moneda de referencia global.

En el «acuerdo» con la Unión Europea (como en los demás), lo relevante ni siquiera son las cantidades que se han hecho públicas. Los aranceles son una excusa, un señuelo, el arma para cometer el chantaje.

Lo que de verdad importa a Trump no es el huevo que se ha repartido, sino el fuero que acaba de establecer. Es decir, la coacción, el sometimiento y el monopolio de voluntad que se establecen, ya formalmente, como nueva norma de gobernanza y dominio de la economía global y que Estados Unidos necesita imponer, ahora por la vía de la fuerza financiera y militar debido a su declive como potencia industrial, comercial y tecnológica.

Siendo Donald Trump un gran negociador, si quisiera lograr auténticas ventajas comerciales para su economía no habría firmado lo que ha «acordado» con Europa (y con los demás países), ni hubiera dejado en el aire y sin concretar sus aspectos más cuantiosos.

La cantidad de compras de material militar estadounidense no se ha señalado: «No sabemos cuál es esa cifra», dijo al escenificar el acuerdo con von der Leyen.

El compromiso de compra de US$750.000 millones en productos energéticos de Estados Unidos en tres años sólo podría obligar a Europa a desviar una parte de sus compras y tampoco parece que se haya concretado lo suficiente.

Y la obligación de inversiones europeas por valor de US$600.000 millones en Estados Unidos es una quimera porque la Unión Europea no dispone de instrumentos (como el fondo soberano de Japón) que le permitan dirigir inversiones a voluntad y de un lado a otro.

Además, establecer esta última obligación sería otro disparate si lo que de verdad deseara Trump fuese disminuir su déficit comercial con Europa: si aumenta allí la inversión europea, disminuirán las compras de Europa a Estados Unidos, y lo que se produciría será un mayor déficit y no menor.

Lo que han hecho von der Leyen y Trump (por cierto, en Escocia y ni siquiera en territorio europeo) ha sido desnudarse en público.

Han hecho teatro haciendo creer que negociaban cláusulas comerciales, pero en realidad se han quitado la ropa de la demagogia y los discursos retóricos para mostrar a todo el mundo sus vergüenzas manifestadas en cinco grandes realidades:

1.-El final del gobierno de la economía global y el comercio internacional mediante reglas y acuerdos y el comienzo de un nuevo régimen en el que Estados Unidos decidirá ya sin disimulos, a base de chantaje, imposiciones y fuerza militar.

2.- A Estados Unidos no le va a importar provocar graves daños y producir inestabilidad y una crisis segura en la economía internacional para poner en marcha ese nuevo régimen. Quizá, incluso lo vaya buscando, lo mismo que buscará conflictos que justifiquen sus intervenciones militares.

3.- La Unión Europea se ha sometido, se arrodilla ante el poder estadounidense y renuncia a forjar cualquier tipo de proyecto autónomo. Como he dicho, a Trump no le ha importado el huevo, sino mostrar que Europa ya no toma por sí misma decisiones estratégicas en tres grandes pilares de la economía y la geopolítica: defensa, energía e inversiones (en tecnología, hace tiempo que perdió el rumbo y la posibilidad de ser algo en el concierto mundial). Von der Leyen, con el beneplácito de una Comisión Europea de la que no sólo forman parte las diferentes derechas sino también los socialdemócratas (lo que hay que tener en cuenta para comprender el alcance del «acuerdo» y lo difícil que será salir de él), ha aceptado que la Unión Europea sea, de facto, una colonia de Estados Unidos.

4.- Ambas partes han mostrado al mundo que los viejos discursos sobre los mercados, la competencia, la libertad comercial, la democracia, la soberanía o la paz eran lo que ahora vemos que son: humo que se ha llevado el viento, un fraude, una gran mentira.

5.- Por último, han mostrado también que el capitalismo se ha convertido en una especie de gran juego del Monopoly regido por grandes corporaciones industriales y financieras que han capturado a los estados para convertirse en extractoras de privilegios, en una especie de gigantescos propietarios que exprimen a sus inquilinos aumentándoles sin cesar la renta mientras les impiden por la fuerza que se vayan y  les hablan de libertad.

La Unión Europea se ha condenado a sí misma. Ha dicho adiós a la posibilidad de ser un polo y referente mundial de la democracia, la paz y el multilateralismo. Ahora hace falta que la gente se entere de todo esto y lo rechace, lo que no será fácil que suceda, pues a esos monopolios se añade el mediático y porque, como he dicho, esta inmolación de Europa la ha llevado a cabo no sólo la derecha, sino también los socialistas europeos que, una vez más, traicionan sus ideales y se unen a quien engaña sin vergüenza alguna a la ciudadanía que los vota.
