La Última Lágrima: El Suicidio de las Víctimas de Trauma Ocular que Chile Olvidó

Cinco años han pasado de una de las manifestaciones sociales más grandes desde el retorno a la democracia. Lo que parecía ser uno de los procesos más transformadores se fue diluyendo, y junto a eso, las esperanzas de aquellas víctimas de traumas oculares que terminaron con su vida.

A cinco años, las familias acusan un abandono del Estado e ineficiencia de los programas.

Ayer se conmemoraron cinco años del estallido social, uno de los momentos más álgidos para el país en la última década. Si bien para algunas personas la relación con este hecho terminó con los procesos constituyentes, para otras historias lo sucedido en ese periodo formará parte de sus vidas para siempre.

Dentro del abanico de aristas que rondan al estallido social, los enfrentamientos entre manifestantes y Carabineros fueron uno de los más importante, debido a la gravedad en que terminaron muchos de ellos. Pasaban los días y una constante se repetía en las calles: las cifra de ojos mutilados por perdigones o bombas lacrimógenas no paraba de aumentar.

Según balances entregados por el Instituto de Derechos Humanos (INDH) en 2023, durante entre el 17 de octubre de 2019 y el 18 de marzo de 2020, el instituto presentó 3.216 querellas, de ellas siete por asesinatos ejecutados por agentes del Estado.

El mismo reporte detalla que de las 3.777 víctimas, 220 sufrieron algún tipo de trauma ocular, los cuales se desglosan de la siguiente manera: 50 estallidos oculares (22,7%), 82 personas perdieron la visión (37,3%), y 88 (40%) de los afectados sufrieron alguna lesión por trauma ocular.

¿Quiénes son las personas con trauma ocular que se suicidaron post estallido?

Muchas de las víctimas de trauma ocular vieron cesada su lucha en las calles por la nueva realidad que tendrían que enfrentar, una realidad aun más dura y extenuante. Entre tratamientos de recuperación, largos procesos judiciales —algunos que se mantienen hasta la fecha— y el declive de las manifestaciones, el futuro lucía poco prometedor.

De esta forma, la salud mental de las víctimas de trauma ocular comenzó a deteriorarse, llegando en algunos casos a las máximas consecuencias. Según la Coordinadora de Víctimas de Trauma Ocular (CVTO), tres personas afectadas con este tipo de daños se han suicidado postestallido social: Jorge Salvo, Patricio Pardo y Jonathan Vega.

En horas de la tarde del pasado viernes, una nueva persona se sumó a la lista. La misma jornada en que se conmemoraban los cinco años del estallido social, Sebastián Méndez, decidió acabar con su vida, transformándose en el cuarto caso de esta índole. La información fue dada a conocer y confirmada por la CVTO.

A estas cuatro historias se suma la de Milo Muñoz, quien el 12 de noviembre de 2019 sufrió el impacto de 12 perdigones que quedaron albergados en su cuerpo. El 23 de noviembre de 2023, Muñoz se suicidó, siendo el quinto caso de suicidio posterior al estallido.

Cada viernes, desde el 18 de octubre de 2019, manifestantes y carabineros se enfrentaban en las cercanías de Plaza Baquedano, bautizada en ese entonces como Plaza Dignidad. La densa nube de gas lacrimógeno y el sonido de las escopetas antidisturbios eran elementos habituales en la zona.

17 de febrero de 2020 y Jorge Salvo formaba parte de la primera línea —grupo de manifestantes dedicados a enfrentar a Carabineros— fue en el transcurso de esa jornada en que una bomba lacrimógena impacta en su rostro, causándole la pérdida de uno de sus ojos.

Minutos más tarde el teléfono de Susana Alarcón, madre de Jorge, suena, del otro lado una mujer le cuenta que la necesitaban porque su hijo estaba grave, ”pensé que me estaban haciendo una estafa”, comenta la mujer. El celular suena por segunda vez, ahora Alarcón creyó el relato.

“Me vine a dar cuenta de lo que pasaba cuando íbamos llegando al Cerro Santa Lucía. Era una batalla campal, una guerra”, relata la madre de Jorge.

A lo mismo agrega que “me dijeron que Jorge estaba grave, que mantuviera la calma, que estaba semi inconsciente por los dolores, que había llegado con una herida de bomba lacrimógena que los pacos le dispararon. Me decía ‘mamá yo tenía que estar aquí, tenía que estar ahí porque iban a herir a la gente”.

La madre cuenta que posterior al hecho, Jorge, “tomó más conciencia social, argumentaba que todo lo hacía por su hija Elizabeth. “Se llenó de ideales, de que venía un cambio, le creyeron a este presidente. ‘Mamá, va a haber reparación, no importa, no es por mí, es por la Eli´”, cuenta Susana.

Las cosas no cambiaron y el sentimiento de decepción fue aumentando y, junto a ello, la criminalización del estallido social también. Jorge ya no podía hacer su vida con normalidad le dificultaban cosas tan sencillas como tomar a su hija, no se sentía él y sufría de fuertes jaquecas.

“Le truncaron el derecho a ser papá. No pudo disfrutar a su hija y eso lo tenía en una depresión tremenda”, relata su madre.

Los años pasaban y la criminalización del estallido social era latente, sumado a eso el 10 de abril de 2023, se publicó la Ley Naín Retamal. Jorge no podía creer que la ley se aprobaría, se negaba rotundamente a la normativa.

“Estuvo muy apenado y la ley le quitó el sueño mucho tiempo. Me decía ‘tenemos que unirnos y no dejar que esa ley la aprueben’. Se aprobó”.

Viernes 28 de junio de 2023, Susana y Jorge habían acordado tomar once, él iba a ir a buscar a su madre al trabajo en la municipalidad de Maipú.

Cinco de la tarde y Jorge no llegaba, en ese instante el celular de Alarcón recibe una nota de voz, era Jorge.

”Yo dije ‘este cabro ya viene atrasado. Siempre atrasado, corriendo’”.

El audio era una despedida. “Entré al baño y escuché el mensaje. Era mi hijo despidiéndose, diciendo que no daba más, que solamente le cuidara la Eli y que a él le preocupaba mucho, que lo perdonara y que no quería hacerme sufrir. Empecé a llamarlo y no contestó nunca”. Esa tarde Jorge Salvo se suicidó.

Patricio Pardo

Las manifestaciones se extendieron por todo el país, con ello, también los enfrentamientos. En la quinta región la situación no fue diferente y uno de los involucrados era Patricio Pardo.

Su madre, Adelaida Muñoz, lo describe como una persona alegre, chistosa, inteligente, “él leía mucho, sabía mucho de historia”.

Además, cuenta la mujer, Pardo era un joven solidario, que siempre ayudaba a los demás.

Desde 2010 viven en Achupalla, en Viña del Mar, una de las zonas más afectadas por los incendios de febrero de este año.

Adelaida relata que su hijo siempre ayudaba a los vecinos en este tipo de situaciones catastróficas. Por otra parte, también destaca una cualidad que lo llevó a ser parte activa de las manifestaciones: “era un revolucionario nato”.

Todos los viernes bajaba desde los cerros a combatir con Carabineros, algunas veces era en Viña del Mar otras en Valparaíso, sin embargo, el puerto fue lugar donde vivió uno de los momentos más complicado de ese periodo.

Según cuenta Adelaida, muchos jóvenes de los cerros se juntaban en Miraflores, Gomez Carreño e iban a protestar.

En una de esas manifestaciones, Pardo, sufrió impactos de perdigones en su cuerpo, no obstante, cuenta su madre que eso no lo detuvo y volvió con más fuerza a las protestas. El segundo hecho del cual fue víctima no tuvo el mismo desenlace.

A poco más de un mes de que comenzaran las protestas, el 27 de noviembre de 2019, una bomba lacrimógena impactó en el rostro de Pardo. El diagnóstico, al igual que otros casos, fue el mismo: la pérdida de uno de sus ojos.

“Mi hijo se me perdió cuatro días, no lo podía encontrar. Yo dije ‘estos pacos conchas de su madre me lo mataron y lo botaron por ahí’.

Andaba desesperada buscándolo, fue una cosa muy desesperante”, cuenta la mujer.

Patricio Pardo contactó a un vecino del cerro en el que vivía, él fue el encargado de avisarla a Adelaida que su hijo se encontraba en el Hospital Carlos Van Buren, en Valparaíso.

“Lo fui a ver, pero ya no había nada que hacer”.

Patricio Pardo, nunca volvió a ser la misma persona. Las consecuencias no solo fueron físicas, ahora no podía recorrer la calle solo, tenía miedo.

Posterior a esto, según detalla la madre, la salud mental de Patricio comenzó a decaer, cayó en una depresión de la que no pudo salir.

“Para mí era doloroso verlo llorar, era tan alegre y después verlo amargado. Teníamos muchos planes juntos”.

El día 10 de diciembre Adelaida viajó a Puerto Montt, cuando estaba por llegar a la ciudad recibe una demoledora noticia: su hijo se había suicidado.

Al otro día era su cumpleaños.

“Hoy yo intento olvidar todo. Mi hijo agonizó dos años, no agonizó ahí solamente colgado, lo hicieron agonizar dos años, lo hicieron sufrir. Metieron a mi hijo en la mierda, me lo hundieron. Y la ayuda que se supone que era para él, como las hueas la ayuda culiá”.

¿Cuál fue la realidad de estos casos posterior al estallido social?

El 24 de mayo de 2022 el presidente Gabriel Boric anunció la Agenda Integral de Verdad, Justicia y Reparación a víctimas de violaciones a los Derechos Humanos durante el estallido social.

Entre los objetivos de la medida se encontraba fortalecer los organismos públicos encargados de la investigación y sancionar estos actos, y la creación de una mesa de Reparación Integral.

En paralelo, también se comenzó a ejecutar el Programa Integral de Reparación Ocular (PIRO), el cual consistía en una “rehabilitación quirúrgica, cosmética y funcional para víctimas de trauma ocular severo”.

Tiempo después el PIRO cambió su nombre Plan de Acompañamiento y cuidado a personas víctimas de trauma ocular (PACTO), la principal diferencia es que el plan ampliaba su oferta de ayuda a una más integral.

Adelaida Muñoz, comenta que posterior a la muerte de su hijo gente del Estado fue a contactarla, sin embargo, los hermanos de Pardo los echaron.

“No querían que me molestaran, porque yo estaba loca. No sé ni quién estuvo aquí”. Luego, fue visitada por una trabajadora social y psicóloga del PIRO, no obstante, comenta que “el PIRO no sirvió de nada”.

Además, explica que su hijo antes de fallecer había firmado una pensión de gracia, dinero que nunca alcanzó a recibir. Al tiempo, su madre tuvo que firmar sobre la firma de él para poder recibir la pensión, beneficio que recibe hasta la fecha. “Por lo menos me salió eso, pero no me devuelven a mi hijo con plata. Nunca me lo van a devolver”, dice Muñoz.

A cinco años del estallido, Susana Alarcón, relata una experiencia similar. La hermana de Jorge fue la encargada de gestionar las ayudas del gobierno, particularmente de la Subsecretaría de Derechos Humanos.

En la misma línea, explica que Salvo recibió una prótesis por parte de los programas estatales y recibía la pensión de gracia, aunque enfatiza en que la ayuda por parte del Estado ha sido nula en otros sentidos.

Una de las luchas que sigue dando Alarcón es que la pensión sea heredable a su nieta, no obstante, es un anhelo que ve con lejanía ya que éstas no pueden ser traspasadas.

Desde PACTO se pusieron en contacto con Susana Alarcón pero solo alcanzaron a realizar los informes del caso, dado que el procedimiento requería de constantes reuniones que para la madre de Salvo no eran posibles por su horario laboral.

Actualmente, tampoco cuentan con ningún beneficio del Estado, según indica la mujer.

Rodrigo Bustos, director ejecutivo de Amnistía Internacional Chile, dice que “no se ha cumplido con el deber de recuperar integralmente a todas las víctimas de violación a los Derechos Humanos cometidas durante el estallido social”.

Asimismo, Bustos, agrega que “el PACTO implicó algunas mejoras en términos de recursos respecto a al universo de personas que estaban siendo atendidas en el programa anterior.

Sin embargo, ha sido insuficiente, no tiene todos los elementos de la reparación integral. No ha tenido prestaciones psicológicas suficientes”.

Fast Check CL se contactó con el Ministerio de Salud y la Subsecretaría de Derechos Humanos para conocer cómo siguen operando los distintos programas, pero hasta el cierre de esta nota no hubo respuesta.

El estigma de las víctimas de trauma ocular

Según la última encuesta Cadem, el 63% de los chilenos cree que Chile está peor que antes del 18 de octubre de 2019.

Tras dos procesos constituyentes fallidos y nulos cambios en las reformas que se levantaron en ese entonces, la criminalización fue un fenómeno que emergió con fuerza.

Así también lo sintieron las víctimas de trauma ocular, a quienes encontrar trabajo se les hizo una de las tareas más complicadas.

“Jorge me dice ‘mamá me llamaron de una empresa, necesito las lucas para la Eli y el horario es bueno’. Estaba súper contento y pasó las pruebas. Cuando lo llamaron me dijo ‘mamá, le tuve que decir que yo tenía un ojo que era una prótesis’. Y el caballero le pregunta, ¿tuviste algún accidente cabro? No, le dijo, yo soy víctima de traumas de estallido social.

No, con hueones así no trabajo, casi destruyeron Chile ustedes. Casi nos llevaron a la quiebra. Ese día llegó muy enojado”, revela Alarcón.
