Existen reservas de 150 mil armas nucleares en el mundo, de acuerdo con Antonio Guterres, secretario general de la ONU, quien declaró, además, que la reaparición de tensiones entre países ha comprometido los progresos en materia de no proliferación nuclear.
Al intervenir en una sesión de la Conferencia de Desarme de la ONU, que se reúne periódicamente en Ginebra, Guterres instó a que los países entiendan que se necesitan más desarme y medidas de control de armas si se quiere preservar la paz global.
La reticencia de numerosos Estados, en particular de las potencias que cuentan con importantes arsenales de armas, bloquea la aplicación de la primera resolución en favor de la eliminación total de las armas de destrucción masiva adoptada por la Asamblea General de la ONU, recordó.
Asimismo, lamentó que los países hayan abandonado el objetivo de larga data de disminuir los gastos militares y reducir sus fuerzas armadas y que, como resultado, el comercio de armas haya seguido creciendo hasta el punto que nunca como hoy fue tan rentable, desde tiempos de la guerra fría.
Guterres estimó en más de 1,5 billones de dólares el gasto militar anual en el mundo.
Denunció además que las guerras se hayan alejado de los tradicionales campos de batalla para adentrarse en los centros poblados, donde fuerzas gubernamentales y grupos armados utilizan poderosos explosivos “que matan a más y más civiles”.
“Las armas son vendidas y comercializadas como productos de consumo ordinarios”, sostuvo el portugués.
Recordó que incluso el uso de armas químicas -como en Siria- o los ensayos nucleares -principalmente efectuados por Corea del Norte en años recientes- hayan dejado de ser actos que estaban rodeados, por su gravedad, de un gran tabú.
“Frente a esta degradación, la comunidad internacional debe dotarse urgentemente de una nueva visión común de desarme y de control de armas”, invocó.
A este respecto, Guterres adelantó que está preparando una nueva iniciativa destinada a dar un fuerte impulso hacia ese objetivo.
“Los desafíos son enormes, pero la historia nos muestra que ha sido posible alcanzar acuerdos en estas áreas incluso en los momentos más difíciles”, agregó.
Entre los primeros pasos que se deben dar en esa vía figuran la rápida entrada en vigencia del Tratado para la Prohibición de Ensayos Nucleares y que se garantice la sanción a los responsables de violaciones de la Convención sobre Armas Químicas.
