Tenemos la satisfacción de presentar a nuestros lectores dos documentos de extraordinaria importancia para entender la profundidad de la inserción neoliberal, no sólo en la economía y el sistema político del país, sino también en su imaginario cultural.
El origen es el mismo: la descarada intervención norteamericana y la cooptación de la denominada «oposición moderada» a la dictadura de Pinochet, que posteriormente devino en la Concertación de Partidos por la Democracia.
El primero de ellos es un documental de la televisión cubana, que versa sobre aplicación en Chile del primer proyecto neoliberal en el mundo, de la mano de los profesores de la Escuela de Economía de la Universidad de Chicago, en virtud de un convenio de colaboración con la Universidad Católica, narrado por sus propios protagonistas, denominado Los Chicago Boys y la Mano Visible del Mercado.
Los becarios que elaboraron y aplicaron el primer plan económico neoliberal en el mundo cuentan su historia: de la Universidad Católica de Chile viajaron a la Universidad de Chicago y terminaron en el gabinete de Pinochet, pasando por elaborar su programa de medidas económicas por encargo de la CIA.

El segundo documento, es una copia esterilizada y autorizada para su publicación el 18/03/2011, y desclasificada recientemente por el Gobierno de Estados Unidos, en el marco de una publicación de 12 millones de documentos de la CIA, ordenada por Donald Trump, no bien asumió.
Es un informe de inteligencia firmado por el Director de la CIA, presentado al Consejo Nacional de Inteligencia, denominado Chile: Perspectivas para la Transición Democrática, Juicios Clave, con la codificación CIA-RDP87T00495R001301410003-8 / NIE 94-85 / W
En la elaboración del informe participaron la Agencia Central de Inteligencia, la Agencia de Inteligencia de Defensa, la Agencia de Seguridad Nacional y la organización de inteligencia del Departamento de Estado.
En la prersentación del informe, en diciembre de 1985, estuvieron presentes el Jefe Adjunto del Estado Mayor de Inteligencia, Departamento del Ejército, el Director de Inteligencia Naval, Departamento de la Marina, el Jefe Adjunto del Estado Mayor de Inteligencia, Departamento de la Fuerza Aérea, y el Director de Inteligencia, Sede del Cuerpo de Marines.

CHILE: PERSPECTIVAS PARA LA TRANSICIÓN DEMOCRÁTICA: JUICIOS CLAVE
Creemos probable que el presidente de Chile, Augusto Pinochet, permanezca en el poder hasta 1989, y que tratará de manipular a los militares, la oposición democrática y la izquierda radical para perpetuar su gobierno. El quiere restaurar un sistema político estable no comunista, y hay señales recientes de que los oficiales superiores quieren que Pinochet demuestre más flexibilidad con la oposición democrática, tal vez acordando abrir las elecciones presidenciales para 1989 en lugar de un plebiscito con solo Pinochet como candidato.
Solo los militares tienen la fuerza necesaria para expulsarlo y, si creen que se está convirtiendo en un obstáculo para un proceso de transición estable, pueden decidir expulsarlo.
El principal factor que probablemente influya en el apoyo militar a Pinochet, además de la voluntad del propio Presidente de hacer las concesiones necesarias, es si la oposición democrática puede continuar demostrando un alto grado de cohesión, responsabilidad y apoyo popular.
El Acuerdo Nacional de agosto de 1985, que implícitamente aceptaba el gobierno de Pinochet hasta 1989, pero exigía una elección presidencial directa y el fin de las restricciones políticas, fue visto por algunos oficiales clave como un desarrollo positivo. Fue firmado por 11 partidos políticos que representan tanto a la centroizquierda como a la derecha democrática. Es ambiguo sobre las relaciones con el Partido Comunista, pero excluye a la izquierda radical y a grupos que defienden la violencia.
Aunque Pinochet ha rechazado el Acuerdo, sigue ganando apoyo popular, y creemos que los militares lo presionarán para que acepte un diálogo con la oposición moderada si las tendencias actuales continúan.
El Partido Comunista ha indicado que no firmará el Acuerdo, pero lo ve como un paso positivo en apoyo de la creciente oposición al gobierno. Los comunistas probablemente buscarán cooperar con la oposición moderada y explotar las manifestaciones organizadas contra el régimen, pero no es probable que renuncien a la violencia como el medio definitivo para derrocar a Pinochet.
Tienen una influencia considerable en una de las dos principales confederaciones laborales en Chile, y pueden usarla para apoyar las protestas populares. Sin embargo, los trabajadores organizados no pueden desempeñar un papel político decisivo, ya que solo el 20 por ciento de la fuerza de trabajo está sindicalizada y las leyes laborales son relativamente restrictivas.

Estados Unidos jugó un papel crucial en la negociación de un acuerdo clave de reprogramación de deuda este año y sin duda alguna será un factor importante en cualquier acuerdo nuevo que Chile pueda buscar para 1987. Por lo tanto, Washington puede ejercer influencia política en Chile, en dependecia del apoyo que preste a futuras solicitudes de préstamos, en particular préstamos de fuentes multilaterales como el Banco Interamericano de Desarrollo y el Banco Mundial.
Las principales democracias sudamericanas, aunque partidarias de una transición democrática pacífica en Chile, carecen de una influencia significativa sobre la política interna allí. En el caso de Argentina y Perú, tienen sus propios motivos para mejorar las relaciones bilaterales con Chile.
Los soviéticos han jugado un papel importante en el apoyo al Partido Comunista de Chile y su estrategia de intentar derrocar a Pinochet mediante la violencia. El apoyo financiero soviético ha sido crucial para la supervivencia del partido, y Moscú expandió su ayuda para incluir el apoyo al entrenamiento guerrillero de subversivos chilenos en países aliados y el suministro de armas a los militantes que regresan, algunos de los cuales pertenecen al Frente Patriótico Manuel Rodríguez (FPMR).
Cuba parece estar coordinando estrechamente con los esfuerzos soviéticos y, según los informes, está concentrando su apoyo en el Movimiento radical de la Izquierda Revolucionaria (MIR), que también recibe apoyo de Libia.
Creemos que la mejor posibilidad de una transición democrática relativamente estable en 1989 sería mediante la modificación de la Constitución de 1980 para permitir elecciones libres y abiertas. Creemos que hay una posibilidad mejor que esto ocurra, particularmente si la oposición democrática puede mantenerse unida. El interés de Estados Unidos en promover una democracia estable en Chile y mantener una relación de cooperación podría verse comprometido si Pinochet persiste en tratar de perpetuarse en poder. Esto aumentaría el riesgo de inestabilidad y aumentaría la posibilidad de una toma de poder radical izquierdista. Estados Unidos puede tener influencia en Pinochet a través de su posición en futuras reprogramaciones de deuda chilena y nuevas solicitudes de préstamos.
